This is not uncommon with entry level positions. Local candidates are more readily accessible for interviews and are typically ready to start immediately (i.e., won’t have to relocate, find a place to live, etc.). They also won’t request or expect a moving allowance. This also keeps the number of applicants to a more manageable level.
